Fluency

Lack of fluency may be a result of the child concentrating too much on the letter to sound rules. If this is the case, then working on fluency can help to make the letter to sound rules more automatic. Once this starts to occur, then comprehension may be correlated with fluency. HOWEVER:

Often fluency is NOT correlated with comprehension, particularly for those still learning English. Many of these students may be reasonably or even very fluent, and still have very limited comprehension.
Because fluency is a common measure of reading skill, and because children should learn this skill, some tutoring time should consider fluency.
Be sure that when you work on fluency skills, that you ONLY do it with materials you are sure the child understands fully.
It's True! You should not skip the Step by Step section!

Tip Pushing fluency and letter-to-sound rules for worse the child does not know could get the child in the very bad habit of reading without trying to understand.
